Script to convert AD Contacts to Mail-Enabled Users

Currently we have thousands of users with email accounts that reside external from our infrastructure. These users were originally created with an AD account and a separate mail-enabled contact. I need to remove the contacts, and then mail-enable the AD accounts. I am looking for a script or a way to automate this as much as possible. This is in an Exchange 2003 environment.

The users AD account username is the same as their email address, minus the domain of course.

So each user has an AD account with the username of: jmsmith, and then a mail-enabled contact with an email address of jmsmith@my.domain.com.

This is a commandline tool (third party). You still have to create the command line for each user but that can be done with AD export and simple manipulation in MS Excel.
