The trend is they discount the phone for new contracts when the new model comes.

But the cash sale remains the same, it's has to do with demand and supply.

If Supply > Demand then they will drop the price

In UK Apple are already offering £300 as trade-in for re-use/recycle on iPhone 4S.

Mobile network providers have already reduced the iPhone in the subscription packages and have already cleared their 4S inventory in anticipation of iPhone 5 arrival.  New customers or those eligible for upgrades will get preferential rates on the iPhone 5 and will begin to flood the market with their older phones as the iPhone 5 handsets arrive.

When it comes to buying one outright .. the price for a 4S will drop in the days leading up to the launch on eBay and Craigslist .. as 4S owners sell up to buy iPhone 5 handsets.
but as Santasi24 says if there is low supply and high demand .. the 4S price will probably stay a bit higher as people will only sell 4S handsets when they know they can get a 5.

A third major retailer has now discounted iPhone prices, in anticipation of the next-generation iPhone expected to be announced in September. Target joined Best Buy and Sprint in slashing $50 from the iPhone price, while Apple is quietly matching these prices at its retail stores.

Target is now selling the iPhone 4S with two-year contracts on AT&T, Sprint and Verizon starting at $150 for the 16GB model. Meanwhile, Best Buy discounted the 8GB iPhone 4 to $50 (all carriers), but the iPhone 4S remains at its original $199.99 price tag.

Sprint was the first carrier to slash the iPhone 4S prices by $50 last week, making the 16GB iPhone 4S $150, $250 for a 32 GB model and $350 for a 64 GB model.
