Check here
http://www.w3.org/2005/10/howto-favicon

and make sure your file extension matches the file type, and that you are actually using an ICO file, not an PNG file with .ICO at the end instead

If that doesn't work, please be aware of the following

It has to be in the root of the site.  Not in an images directory

Try :

<link rel="shortcut icon" href="http://www.etech7.com/favicon1.ico" type="image/x-icon" />

This has the icon in the root folder (you will have to copy it to that folder).  Before anyone tells me this is wrong - it was the old spec and should still be stuck to for old browsers.
It has the full path to the icon not just a local path.

Make sure the file is valid.  It has to be a real .cio file - not just a gif renamed.  To test it, use that line but replace your image file with one off a working web site and see if that works.

I thought all you had to do was put the file in the root and ensure it was named (exactly) "favicon.ico". Is the <link> necessary?

that will work on some browsers and fail on others.  It is discouraged from use by the W3 org (they design the html standards and stuff like that)

Could it just be your copy of IE and its cache files ?
Try empty your temporary files / clear the cache and try it again.
Or maybe try it from a pc with IE that you have not yet used.
