outlook 2007 - new message form

I'm using outlook 2007,
I mean in outlook item windows (new message form, ) - there is  a menu bar when i click on message it show then it will hide... how i'm able to make it always to show ?

    Start Outlook using this command:

    Start > Run > type ‘Outlook /cleanviews’ without quotes

    Can you please share a screenshot or some more information to assist.

    There are some Menu Bar options that are only visible for some contents as features .... like if you attach a picture in Email and if you highlight it will give you an option called "Format" so it depends and cant just be enabled for anything as other stuff cannot make use of that feature :(
