There are many ways of doing this

#ns_widget_mailchimp-2 input[type=submit] {
  background: none repeat scroll 0 0 blue;
  border: 1px dashed red;
  color: white;  
}

  background: none repeat scroll 0 0 blue;
  border: 1px dashed red;
  color: white;
}

Depending on whether you want to target just that button or all buttons on the page / site
