IPSec VPN won't pass through Cisco Small Biz WRVS4400N

We have a cisco router, behind a Cisco small biz WRVS4400N. We are making an Ezvpn connection to an ASA. We have used this same config and router many times to make IPSec tunnels but it doesn't seem to pass through the WRVS4400N. I can see phase 1 connect.

then this error

"received encrypted oakley quick mode packet with invalid payloads"

I've turned VPN passthrough on, off, firewall, on off etc on the WRVS440N

The issue was the IOS was too old. Updated, and it worked fine.
