how to send and receive value through rj45 port ?

    Your options are...

    Write code to directly access the Ethernet hardware. However this will mean that you would be writing code that is specific to a certain manufacturer/model of the hardware and that you would have to find the details of this yourself, either via reverse engineering something or asking the manufacturer
    Write your code against something like the 'Packet Driver' spec or NDIS spec, and then use an appropriate driver for your hardware. CHeck out
    If by "dos based" you actually are just talking about a "command line program" that runs in a dos box on Windows, then you can still use the Windows view of Ethernet programming which is via "winsock". You can get plenty of useful info from Google, such as
