WIndows 2003 Term Server and IE ESC

Hi,

I have a windows 2003 terminal server that we have removed the Internet Explorer Enhanced Security via add remove programs and when we launch IE on the console it says that it's disabled, but when the users login and run IE the Enhanced Security Configuration box appears.

Does anyone know where else this can be set or how to remove it for users on the system?

maybe it's just default home page that appears in browser not active ESC ??

No its not the default home page as I am getting content block, we were trying to run a particular page that we have created, it says that the Enhanced Content Security has blocked the page, we also get the popup on user pages but not on the server console.

you uninstall IE ESC for users and administrators?
that should be enough.
Was able to remove the enhanced security from the affected user with sgsm81 instructions, but also setup the loopback for new users
