Yes, but you need to download the Beta SDK in order to use the original Kinect. I wrote an introductory article regarding this topic:

Note that my article talks specifically with working in a WinForms application. Many (if not all) of the examples that come with the SDK deal with WPF. In my opinion, hooking up the WPF application seems to be a bit easier (but of course you have to learn WPF--if you don't already know it!).

Searching in internet I found some informations telling in a diference between the lens from Xbox Kinect  and Kinect for Windows. In the post I´ve read is telling that Kinnect for Xbox don´t allow the developer to use and test apps because the lens needs to have a bigger distance from the developer, instead the kinect for windows have lens that allows you to use it in a small distance.

In order to do skeletal tracking, yes, you will need to place the Kinect at a standard distance. You can still use the regular camera up close, though. I know for the XBox Kinect they sell maginifiers which are supposed to allow you to use the Kinect in smaller spaces, but I haven't used them myself, so I cannot attest to how well they work.
