Remove Password from PDF Files via .NET

I am using PDFbox to read several PDF documents, however I need the application to also remove the security on PDF files where passwords exist.

When using PDFbox decryption methods it advises that the PDF in question doesn't have any encryption and any user\owner password associated with the file .  However when I manually open the file question Adobe does request the password to open the file.

Does anyone if is possible to decrypt the PDF file via PDFbox or some other method\3rd party application.
