how can i set my the time on my AD so that all machines that are joined to the domain keep that time?

and how can i disable all workstations from accessing the option to change the time?

server OS: Server 2008
All Workstation: Win 7

    If you domain controller is getting good time from an external source, it willinherently supply time to all domain joined comptuers.  If the users are not local administrators, then they will not be able to change the time on their comptuers.

    You can set NTP through GPO policies, and manually assign the DC to control time for all machines on your domain.
