Notification if a file has not been accessed in Sharepoint within a certain period of time

We are running Sharepoint 2010.  On certain files in specific libraries, we need to send a notification to managers if these files have not been accessed in 12 months.  

So...I have Document A that has an accessed or upload date of 9/1/2012 and someone reviews it on 7/20/2013, then I would not need to know.  With Document B, the file was accessed or uploaded on 10/1/2012 and on 10/1/2013, it has not been accessed...I would need an email sent to the manager saying this file was not accessed in 12 months.

Is there a way to do this?

    You could make a custom workflow based on an expiration policy.
