Cannot copy users in ADUC

I am having trouble copying users in ADUC.  I get the following message.
I have searched on here and online for solutions and have come up empty.

We have all server 2008 R2 domain controllers.  

This happens when I try to copy the user using the MMC on my PC or on the server itself.

If someone could point me in the right direction I would very much appreciate it.

Does this happen to all the users in the OU, or just the one?

Is this within your forest or a separate forest? I would suggest logging into the domain locally as a domain admin and create a new user then try to copy that user. Also have you joined or made changes to a domain controller or added a new one?

Sorry for the lack of information on my part.  

This is not in a separate forest.  I logged in to the domain controller as domain admin and I created a new user.  I was then able to copy that new user just fine.

I have not made any changes to the domain controller or added additional or new controllers.
