Server 2008, prevent duplicate IP address

Had an issue happen yesterday which I need to find a resolution for. We have an AS400 with an IP address of 192.168.1.1. (I know that I should change the IP address to one that would be a little less "guessable". However, for now, I need to keep that IP address). Back to the issue. We had someone bring in a linksys wireless router and plug it into the network with the default configuration. Default configuration is 192.168.1.1. I started losing AS400 sessions. My question is, how I can prevent this from happening? Do I need to setup port authentication on a managed switch and assign a specific port to a specific address? Secure? Yes. Management headache? Of course. The router had DHCP running so I also had a rouge DHCP server. I guess the root question is: How can I protect my network from any device which I have not specifically authorized?
