Quickbooks crashes on registration

I have a ongoing problem trying to get Quickbooks installed and working on a site with Dell Vostro220 PC's.

Issue:  QB installs fine, then try to run registration and it says "This operation is temporarily unavailable".  If I try to run it manually by entering the registration code QB crashes with the following error - "Quickbooks has stopped working"

 It is a Dell Vostro 220 with Windows 7 32bit SP1

Here is the history.  They have the onboard intel video driver so the nvidea driver issue is not it.  I have tried QB 2011 and 2012 w/ same issue.  Went through 3 levels of Intuit support with no solution on 2011, trying 2012 and same issues.  Have all the latest windows updates, have tried creating a new user, reparing QB, latest C ++ install, a clean bootup.  Nothing seems to help.

FYI, they have more than 1 of these PC's and it happens on both I have tried.  Niether had a previous version of QB installed before.

Check to see if you can update Adobe flash as I've seen some strange things occur because the flash that QB tries to install is out of date.

I'll try that tonight as I haven't verified the version yet.

Nothing on this worked so the customer gave up trying to update at this point.
