i'm looking to build and host my public website in Office 365.

From what I have read on the Office 360 website, it seems they only offer template based self made websites.

I need to ask if we can actually upload Database driven websites using .NET and can we Upload .NET code running on MS SQL 2008.

No, they don't give you that much control of the front end site.  Its mainly slimmed down SharePoint.
