Is there a quick way to list out all the folders owned by a owner in Window 2008 and transter the ownership to another owner ?

No, there is no simple and direct way for that. You need to get information using 3rd party tools and get that from the output

You can try with free AccessEnum
http://technet.microsoft.com/en-us/sysinternals/bb897332.aspx

or try with trial version of SecurityExplorer from ScriptLogic to get some similar report
http://www.scriptlogic.com/products/security-explorer/

or ask this question in PowerShell and VBScript zones. Those expert would help you to do that using scripts
