Windows 7 stuck in minimal services mode

Had a virus. Was unable to boot directly in safe mode. Opened MSCONFIG and checked "Safe Boot". Successfully booted into minimal services mode and removed the virus.

However, now i'm unable to boot back into normal mode. I've successfully checked the "normal mode" box in MSCONFIG but it still boots into minimal services mode.

Noticed there is not boot path under the boot tab and all the radio buttons, options etc.. are grayed out.

I've tried running sfc /scannow and a 5 stage chkdsk.

Next step is to reload the OS. Any tips before I do this? I've never come across this issue before.

Restart the PC
 
Press F8 on bootup
 
Select REPAIR YOUR COMPUTER
 
Click on REPAIR
 
On the System Recovery Options menu you will get the following options:
 
Startup Repair
 System Restore
 Windows Complete PC Restore
 Windows Memory Diagnostic Tool
 Command Prompt
 
Can you get to this screen?
 
If yes
 
Select System restore
 
If you have restore point before you were infected, restore it

You should then be able to get to SAFE MODE & do normal AV recovery steps...

After I removed the virus and was unable to boot back into normal mode I tried restoring the PC to a non-infected point in time which worked but didn't resolve the safe mode issue.

Unfortunately I was unable to perform a system restore while the machine was infected as it failed.  

I wish F8 was functioning normally at the time otherwise I wouldn't be in this mess. I wouldn't have had to check that box.

It should not affect personal data or installed programs, but it is always best to back up first.

I'll give that a shot. Won't be in front of this PC for another 5-6 hrs. Will post back after I try it.
