Install ActiveX for all users

I need to install an ActiveX for all users, but computers are locked to keep users from installing on their own.
How do I make this ActiveX available for all?

Running it as a local administrator or domain administrator should work.

This may be a dumb question... but can you expand on that? I've installed it under the local admin account, but it's still not available to other users when they log on.

Right click on the application and choose Run as Administrator.
