It explains the difference Publish Status states for files.
How do you determine the current Build Action for a file?

(To access the Publish Status, with a project selected in Solution Explorer, on the Project menu, click Properties, click the Publish tabs, click Applications Files.)

    In Visual Studio, through the solution explorer after clicking on a file the properties window (usually below the solution explorer - if it's not visible, press F4). The BuildAction is the first property. These are stored in the csproj file, btw.
