Outlook with different language for user groups

We have a customer with a Windows server 2008 acting as terminal server.
The main language is english.

Outlook 2010 is installed and users are using it, connected to Exchange server.

Problem is that some users do not speak english (they are located in Germany) so they asked us if they can get their office applications, mainly Outlook, with German language.

What are our options here?

Create a different OU and assign policy for the user.

1 OU for Germen user and another ou for english user and assign following setting in GPO to German user.

Use an Active Directory group policy to set the specified language based on Active Directory groups.

I have now downloaded the language pack and created an OU with the specific settings for the users involved. Works perfect. Thanks.
