Restricting remote access only use IIS

I have a user that I want to give remote access to Windows 2008 Server R2 to only make changes to IIS to setup and create web sites, can this be done?

Remote admin using the IIS Management Service (also referred to as the Web Management Service (WMSVC)) will be an option, see this information which allow and connect by using IIS Manager.

But when you mention only allow remote access to IIS but deny all remote user, I am thinking more of the user group enforcement since we cannot disable remote connection. Such as on “Restricted Groups” and select “Add Group…”...Please see the steps
