exchange server email error

A user I am dealing with is trying to send to the following email address and is consistently getting this error (below)
Her email address is: dazemia@btconnect.com
He is sending through a standard Microsoft exchange server and all other mail appears to be ok
The email being sent is just a very small text / html  email -  no large attachments
Could the issue be on the exchange server or the receivers end?
 I can send to her with no problem (but I am not using the same exchange serve)

Error message:
Your message did not reach some or all of the intended recipients.
      Subject:  RE: Invitation to Policy Seminar
      Sent:     06/09/2012 17:57

The following recipient(s) cannot be reached:
      'Dolores Azemia' on 06/09/2012 17:59
            421 Exceeded allowable connection time, disconnecting.

2 Solutions
Try typing the email all the way instead of using the pre filled email address when you start typing the name. Also do a BCC to other outside email address such as hotmail, gmail, yahoo. If the email goes to everyone but her then most likely its on there end.

When I send the same email using the owa web interface (connecting using the local network) the email is sent without any problems. The problem only occurs when sent from the outlook client (outlook 2007)  linked to the exchange server 2007
The server is windows server 2008 / exchange server 2007
client is a windows 7 machine (32 bit)
With Outlook 2007, don't use a cache mode then try, if working (I believe it is working since OWA also working) then delete the exixting Outlook profile and re-createa new one.
