Excel services failing in sharepoint 2007

Hello I've inherited a semi-working sharepoint 2007 environment and I got most of it working except the excel services. When I go to the SSP admin page it all works except the excel area and if an excel is integrated into a sharepoint site when it kicks off it throws a generic error saying contact your administrator.

When I go to the event log though I see event ID 5244

Excel Services: Unexpected exception while trying to access Shared Services Database;. Error = ExcelServerSharedWebApplication.Local: Could not get the shared web application associated with this context. This indicates that the Excel Server service is not properly registered or provisioned..

the service account does have full access to the DB.

    Is the Excel service running?  This is found in Central Admin - Operations - Services on Server.

    The odd thing I don't see something specific for excel.
    is there a way I have to re-install it or something ?
