i will correct what i said before, each device that has public IP they already have their own router. in a multiple router network i think the solution is the manage switch. i just dont know how to proper do the vlans on the hp switch

IF you are saying that you have 2 different ISP's with two completely independant routers then you will NOT achieve redundancy with a couple of managed switches. Thats a routers job NOT that of a switch.

Dual ISP Configuration on an HP Procurve manage switch

A switch is a device that filters and forwards packets of data between LAN segments. Switches operate at the data link layer or the network layer of the Open Systems Interconnection (OSI) Reference Model and therefore support any packet protocol.
