Exchange 2010 large messages not being delivered

I've had issues lately where users are not receiving large emails sent from the Internet. Looking at the message tracking logs, I see the following:

550 5.2.3 RESOLVER.RST.RecipSizeLimit; message too large for this recipient

I understand that this indicates the message size is too large and I know that I can raise this limit. However, I do not understand why senders are not receiving nondelivery reports in this case. The inbound message just seems to disappear, the recipient does not get it and the sender never knows about it. This is happened multiple times, so I doubt it is just someone's junk mail filter that is eating the delivery report.

Why would this be happening and what can I do about it?

It might just be held up so the sender wouldnt receive a message because it indeed reached the location it was suppose to go. Raise the Receipent mailbox size limit and see if the message appears.

This is happened multiple times, so I doubt it is just someone's junk mail filter that is eating the delivery report - An error with "RecipSizeLimit" isnt send by the user but by the server during the Catg process.

Why would this be happening and what can I do about it? - I guess you need to check if your server is sending the reply ?

One could be simply raise the Limit of Sending\Receiving for the user or else check with message tracking if the NDR was generated by the server or not then need to check.

Hope there isnt a Transport rule to suppress the NDR

Someone had turned off the Exchange NDR option in the remote domain settings.
