Exchange 2010 Policy to Apply Sending Restrictions

I am trying to lock down users within exchange 2010 to be able to only do the below items, is this possible if so how if not what other options do I have to get to this restriction level? I would like to do this as a policy and not user by user.

Ability to send e-mail with no attachments
Only allowed to send 500 word maximum e-mails

Transport Rules are going to be your only option.
Although I don't think it can do a word count, so you may well be stuck with maximum message size.
Use a group to control who the Transport Rule applies to.
