deferred procedure calls and interrrupt service routines

I'm having a problem with my IIS web server.  For some reason, most of my websites are not working. When looking in task manager, I see the first process, that is using most of the resources is:  "deferred procedure calls and interrrupt service routines"
It doesn't even have a PID, so is it ok to stop or kill this process?  Or how do I stop or kill it besides restarting the serer, as it will probably come back again?

Any ideas would be much appreciated.
