Cannot import users into 2011 Essentials Dashboard

I have run the script to import my users into the SBS 2011 Essentials Dashboard and I have tried it manually for each user.
Each time in the command prompt, I am given no response and no user is imported.

I had an SBS 2003 server that died and my backup domain controller was a Windows 2003 Server.  I migrated this to the SBS 2011 Essentials server and I am thinking that maybe the problem is that there was no original SBS 2003 server to migrate from.

I am at my whits end trying to figure out another way to do it.
I tried to change the msSBSCreationState attribute but it is not in the list of attributes.

Please help!

    Windows SBS 2003 supports up to 75 users, while Windows SBS 2011 Essentials only supports up to 25 users. Ensure that you move no more than 25 users to the Windows SBS 2011 Essentials server.

    SBS standard and SBS essentials behave quite differently in regards to the console. So to ensure I understand the issue, can you tell me EXACTLY what steps you are taking when you attempt to import a user?

    I go to the command prompt as an administrator.
    I type WSSPowershell.exe
    I type: import-wssuser -name susanr    (my alias)
    then enter
    the command prompt skips a few steps as if it is thinking or doing something but no response is given and the regular prompt comes back.

    Then I open the dashboard and there is nothing in Users.

    I have been able to import computers using http://servername/connect just fine.

    I only have 15 users (excluding the groups that the migration document asked me to create)

    I had to delete a lot of built in users left over from SBS 2003.
