When I plugged in the printer and turned it on, I chose to allow Windows to get the driver form the web.  It failed to do so.

Where can I find this driver?  How do I install it?

Definitely you will find it on the printer manufacturer's web. Just browse support web site and download drivers for your operating system.
You can install downloaded driver if it is exe package (usualy it prompts you to turn in ir connect the printer to pc in some part of installation) or you can browse the driver (if it is not exe) when you plug the printer into pc and OS asks for it.
