How to forward mail with attachment in eml format?

This is using MS Outlook to receive mails MS Exchange 2007/2010 server in MAPI. This mailbox is basically setup to do the mail forwarding to other recipeint(s). Please see one of the rule created in the MS Outlook as follows:

   Rule Description:

    Apply this rule after the messages arrive
    Where my name is in the TO or CC
    Forward it to userA@abc.com as an attachment

The attachment, by default, is in *.msg format. Due to some special requirement on the recipeint's end, this msg format didn't 100% recognized by the application, and is best that this attachment is in eml format. How can I auto-convert the msg attachment in eml format. Use of 3rd party tool is acceptable but is best that it can be fully integrated.

You can use MSg Export or MSG Save Add ins to save the msgs as an EML

Alternatively, and .eml format is an Outlook Express format
If this is a stand alone mailbox for this specific purpose
What about setting it up to use Outlook Express?

Then all mail items from it will be in this format
