Moving Exchange 2003 to Exchange 2010 on a new domain what is the best way to move the mailboxes?

We are moving a domain with 75 users to completely new domain as they have active directory corruption.  The old domain has an exchange 2003 server and the new domain will be running on exchange 2010.  Becasue we are not moving mailboxes from one server to another, but rather from one domain to another what would be the best way to move these mailboxes.  

Exmerge is not an option due to it 2 gig limitation.

User count is very low, I would suggest use Outlook to create PST. Outlook 2010 supports 50GB PST now. If you have large mailboxes, break down mailbox into small PST, i would say 2GB Max.

Then merge that data to users mailbox in new site or server.

IS there an automated way to remerge the data back into the new exchange 2010 server?  Similar to how exmerge used to work?  or will we need to merge back in using outlook?
