In Windows 7, are there any methods to determine if network is in a waiting state (similar to CPU wait)

If so, What path do I take to find that ?

    CPU time on linux is composed of 3 elements

       100 - idle = user time + system time + wait time

    How can I see the wait time on a Windows machine
