The Specified network name is no longer available error when Trying to view/edit GPO

Win2k3 R2 Standard Server SP2.  PDC, I can browse to server from workstations and sysvol share with no issuse.  I can not create or edit any GPO including Default Domain policy.  As soon as I click on it the above error generates.

Are you logged in as a domain administrator?  I have seen this where it is a permissions issue

Ran DCDIAG which is completely clean, All passed.
Yes I am logged in as Admin, Tried two admin accounts.  Same result.
Wouldn't by chance have an antivirus blocking group policy.  I have had symantec do that with version 11
Nothing was added like that recently.   We use ESET which has been installed for years.
