keep line under nav bar

I have a gray border on the nav div.  I have a aqua line as a mouse over effect.  I would like to know how to position the aqua line OVER gray border?  Currently, it sits under gray border.

First try removing the:

padding-bottom: 4px;

on line 114 in the 4.html file.

*tip ->  Firefox with Firebug will help resolve a LOT of css issues :)
