How are you trying to install it?

Is Crystal installed?

As I recall CR XI is only 32-bit.  I don't believe it is supported in IE8 or IE9.

Are you using Visual Studio to build a web application?
There is no stand-alone viewer for CR XI.

I'm using Recrystallize and it uses a viewer.  Normally I just use regsvr32 and register the dll.  It works fine on all my other machines whether it's IE8 or IE9.  The only difference is this machine is Windows 7 64 bit.

I don't know.  Are you running in 32-bit emulation?

I know there were issues with CR XI and Win7/64-bit

Ask Recrystallize's technical support. There should be a setup to handle this.

If it is not working then try this: run Regsvr32.exe from the %SystemRoot%\Syswow64 folder. For example, type the following commands to register the DLL:
cd \windows\syswow64
regsvr32 c:\viewer.dll   ( replace c:\viewer.dll with the path to your dll)
