Outlook Distribution List and Categories

Outlook 2007

I have an end user who has created distribution list with assigned categories.  She would like to be able to send the distribution list to another staff member in such a way that when the recipient adds the distribution list to recipient's contact information:
1.  The distribution list populates.
2.  The contact information of each distribution list member populates the recipient staff members contact list.
3.  Assigned categories are retained in the recipient's distribution list.

Is this possible?

You mean you want the vcard for the contact and the vcard for the distribution list to transfer together?  The best way would be, assuming you have exchange, is to have the one user copy the contacts and distribution list into the other users contacts.  Or setup a public folder wherein they are shared.
