exchange user cant send emails

I have a user who uses outlook 2010 on a termianl server and when sending an email gets an error: operation cannot be completed. and sometimes it says you dont have sufficient priveledges.

when trying to login from the web app, the user sees this error:

 A problem occurred while you were trying to use your mailbox.
