DHCP Migration

Is it as simple as backup the current 2008 dhcp and restore on the new 2008 server ??
What about server ip? Andre current shop is .17 and the new one .16
How do I make sure this is done without breaking the network?
Can I have both run at the same time once I backup restore and than once I demote the old dc than I can change the IP of the new one to .17??

This is what I will be following. Will it work?
