Shared Roaming Profile

I know they should be simple, but I'm not having much luck with roaming profiles....

We have a production area where users are continually sharing passwords and breaching security.

I have been looking into setting up a single mandatory roaming profile for all users in this department but I am having no such luck, usually ending up with my test user receiving a temporary profile or (when usign a GPO) a corrupted desktop that seems to contain the entire Roaming Profiles share from the server.

Is there any way to achieve the task I have described? I havent found a good guide relating to shared roaming profiles.

All users are on Windows 7, our Domain is Server 2003 but I am administering via Win 7.
