Default Printer Windows 7 Issues

When I try to set a default printer on this one computer I keep getting this error "operation could not be completed error (0x00000709)"

It's a Windows 7 32-Bit Machine, I have looked at this.

Go to HKCU\Software\Microsoft\Windows NT\CurrentVersion\Windows\ -If the Windows key doesn't exist, create a new key;
Then check for the following entry (or create it if it is not there)
Name: Device
Type: Reg_SZ (String Value)
Value: winspool,Ne00 <-- if there is anything else there, change it to this value.
Should you be unable to save it, just make sure the user has Full (or special) access to the Windows key (by right-clicking on the key).

But has anyone got any ideas if this does not work??

    Check the status of print spooler service on the client and restart the service & check if you can make the printer as default.

    do you have correct printter driver installed?
    could you check can you print test page to printter.

    Yeah print spooler has been restarted on the desktop and the server and same issue.

    I've tried doing a PCL 5 & 6 same issue, you can print to this fine as well.
