Chrome refusing to install on Windows 7 Pro (networked)

Here's a decent brick wall to bang your head against.

Brand new HP Folio 13 (that's the new thinish one) running WIndows 7 Pro x64 connected to our existing SBS 2011 server.

The client runs Chrome extensively.
When I try and download Chrome it won't install period.

If I download the ChromeSetuip.exe manually and then run it I get the following message:

"Installation Failed. The Chrome installer failed to start."

If I run it "As Administrator" it loads although doesn't appear to have gone through the normal Chrome installation procedure.

When I exit and try and find it it is nowhere to be seen.

The user's account link to Chrome is, form their existing settings:

c:\users\username\AppData\Local\Google\Chrome\Application\chrome.exe

And then says the specified path does not exist.
It did on his previous machine.

Anyone got any ideas what is going on? I though Chrome lived in Programs (x86)?
