Sharepoint 2010 - Amending Layout on Survey

Having previously used SP2007 I had expected, I would be able to edit the NewForm.aspx and EditForm.apsx to
1) add additional text on the front page and add branding.
2) hide the top set of buttons.
3) resize the spacing between the sliding scale radio buttons.

Imagine my surprise when the survey now is a pop that appears rather than a aspx page (which I'm guessing might be silverlight).

Can anyone offer me some guidance on how to accomplish these changes now in 2010?

Well the answer turned out to be NewForm.aspx and Editform.aspx are still there, if you open of the site in SP2010 you will see that.
After that just add a Content Editor webpart and then using the URL option point to a file that holds the style sheet.

I have SharePoint Foundation 2010 and using SharePoint Designer 2010.
For at least a week now, I was trying to fix a survey form display annoying issue,  I try to add the  code below and by following many many peoples suggestion but I wasn't able to do it at all, can you help please ?
I try what you say, didn't work, maybe it is the file format, the webpart...

I'm trying to add this :
