Generally this is a bad idea.  Why do you want to give e-commerce control to front-end users?

I agree, generally a bad idea. However the idea behind the website will allow users to have their own shop, post products to their shop etc... A bit like ebay...

This starts to sound like a use case for WordPress Network Mode so each user has their own storefront and the ability to manage products/payments etc via their own backend.  As the superadministrator, you would be able to control how much of the backend the individual users can see and edit.

From a "normal" WordPress standpoint, giving front end product control is pretty hard.  I can't think of a cart plugin that supports it.  You could possible make something that sort of works by using a form to create custom post types (as most carts use a custom post type for products) and having the form sort the posts into categories that match usernames or something like that.

You can use a combination of http://wordpress.org/extend/plugins/eshop/ eshop plugin and wp role manager plugin.
