Performance tune ups on Windows Server 2008 and Windows Server 2003

Greetings,

What are some ways to provide performance tune ups on Windows Server 2008?  I know I can probably cut down on services.  Increase memory, add another NIC card.   I also I know it depends on the role of the server.  I am looking for some good insight.
