We are attempting to instal Office 2007 to a Windows Terminal Server 2003 64bit. The OS license is OEM.
The installation fails immediately and logs the following event log:

You have to have a enterprise edition of office 2007 to install on a terminal server.

The above changes allowed Office 2007 to be installed. Once completed, the Permissions Compatability was returned to 'relaxed security mode' to aid legacy software.
