dcpromo DNS error

I just ran dcpromo and am trying to add another DC to my domain, and I got a DNS error while adding it.  Not sure what this means exactly and how to manually fix it.  Any suggestions.

I have attached the error message.

    Yes, I already have 2 DNS servers in place, they both are DCs.

    What is the error message ?

    make sure that the new machine is configured to point to one of the existing DCs for DNS.

    Yes, it is, the primary DNS is pointing to dc3, and the secondary DNC is pointing to dc1.  The server in question is DC2.   This is setup in the network NIC settings for DNS.

    Is there another place I need to configure?
