Warning: DC-02 is not advertising as a time server.
         The DS DC-02 is advertising as a GC.
         ......................... DC-02 failed test Advertising

Some servers, I am getting

dc-04.thedomain.com[1.2.3.4:123]:
    ICMP: 2ms delay
    NTP: error ERROR_TIMEOUT - no response from server in 1000ms

Failed to calcuate the time difference between the current domain controller and the specified NTP server (Failed to get time from server dc-04.thedomain.com. An existing connection was forcibly closed by the remote host)

I've used this so many times it's not even funny and it has worked almost every time.  Follow the procedures here:
