Check the database connection:
==============================================
Open ODBC
Select Configure on the SymantecEndpointSecurityDSN
Under the LOGIN tab set it to Supply User ID and password and type:
User ID: dba
Password: Login password to the SEPM
Under the DATABASE tab configure these options:
Server Name: Name of Server
Database Name: sem5 (if you are using the embedded database)
Under the NETWORK tab configure these options:
Check TCP/IP and enter: "host=IPAddressofServer" without the quotes.
Now test connection. You should receive Connection Successful.
Restart the IIS Admin service.
==============================================

If that is not enough open control panel, administrative tools, ODBC, system DNS, config, client configuration and uncheck dinamically determinate port, write 1433 below, make acept, make test success to finish restart the server.

If none of the above works you can try to repair the install: http://www.symantec.com/connect/forums/cant-log-sep-manager

The last resort solution is to reinstall SEPM: http://www.symantec.com/business/support/index?page=content&id=TECH160736&key=54619
This guide is for SEPM 12 but you can follow the same guide.

Also:
(a) Version 12 is out and works fine.
(b) Java has a new update out in the last week.
(c) Flash and Shockwave are both new.
(d) Windows had bunch of updates this week.

So in addition to the above post, make sure Windows and the underlying components are all up to date. Then consider updating Symantec.

@ITSystemEngineer,

Faulting application Smc.exe, version 11.0.6005.440,

From the event logs it seems that you have upgraded to version 11.X.X. As recommended by thinkpads_user please udgrade to version 12.X.

Please post back what version of SEPM you have and to what version you are upgrading it?

Did you backed up the database and logs before upgrading?

Please see the solutions of the same problem listed here, this is mostly likely bug which would be fixed in future releases of SEPM.
