Windows 7 live mail has email messages stored like files in a folder with *.eml extensions.
Just copy that files and drag and drop them in outlook express.

waygol--First a comment.  What operating system does your client want to use with the OE program?  OE will not work in Win 7.
Now, I no longer have OE on the PC so cannot test the following to be sure.  Once you find your WML email files, does OE have something like File|Import?  If so use that to import the WML files.

And while the location of the WML email files given in the above link is correct
(C:\Users\<userlogin>\AppData\Local\Microsoft\Windows Live Mail)
it is missing the actual folder name.  It should be something like the name of your ISP with a few numerals, symbols and letters, like C:\Users\Username\AppData\Local\Microsoft\Windows Live Mail\Comcast (xx e5d .  That is where you will find the folders Inbox, Sent Items, etc.  The individual .eml files will have coded names which will be decoded when you click on them or import into OE.
